Building Control

Property Certificate Procedures

a.      Property certificate applications should be referred to the Building Control  Department.  Details should be added to the computer and the reference number noted on the reverse of the cheque.

b.      The cheque should be passed to the Finance department to enable a receipt to be issued.

c.      A copy of the application should then be passed to the Environmental Health Department for consideration.  Environmental Health should return the application to Building Control together with the answers to the relevant questions within 5 working days.

d.      Building Control clerical staff should examine the records to establish if a building regulation submission(s) has been received in respect of the property within the past ten years (or longer period if relevant).  The file(s), if any, should be passed to the Chief Building Control Officer or the Senior Building Control Officer.

e.      The file(s) should be examined and answers to the appropriate questions determined.  The answers should be added to the computer, address checked (and amended on computer if necessary) and the application returned to the clerical staff.

f.        Clerical staff should then prepare the Property Certificate and refer to the Clerk for signature.

g.      Completed applications should be returned, if at all possible, within 7 working days from date of receipt. (10 calendar days).

h.      The Property Certificate should consist of three pages and should have attached the receipt and a copy of the application form and location map.
